The Charter in a nutshell - Applicability

If the Charter of Fundamental Rights is a legally binding instrument, to what bodies and institutions does it apply?

Being an element of the internal European Union Law the Charter applies strictly to EU Institutions, offices and agencies and only to them.
The Charter as the highest EU document safeguarding human rights binds everybody in the European Union, on the EU level and national level (public institutions, legal and private persons – ca. 500 million people).
The Charter applies to all EU institutions, European offices and agencies but also to institutions in all 28 Member States when they are implementing EU law.

The Charter applies to the all EU institutions (European Commission, European Parliament, European Council, the Council of the EU, the Court of Justice of the European Union, European Court of Auditors and European Central Bank) and all European offices and agencies.

The Charter applies to institutions in all 28 EU Member States, mostly when they are implementing EU law. They shall respect rights, observe principles, promote the application.
